INVESTIGATING PORTFOLIO USE WITH ESL AND BILINGUAL EDUCATORS

In the United States, portfolios have tended to be implemented at the micro and macro levels simultaneously. Examples of top-down educational reform borne through legislation involving portfolios are the programs in Kentucky and Vermont. Concurrently, other initiatives could be described as grassroots or bottom-up, for example, portfolios emerging from classroom practices where teachers use an identified set of instructional strategies, such as in the area of literacy (Batzle, 1992; Farr & Tone, 1994; Frank, 1994; Glazer & Brown, 1993; Murphy & Smith, 1992a). Although Illinois has not been immune from either of these scenarios, having both state-mandated and discretionary assessments at the school or district levels, portfolios have not been part of systemic reform. Many Illinois educators, however, have embraced the notion that students should be more active, engaged learners. As a result, portfolios have surfaced as a means of articulating this educational philosophy.
